CVS Reorganization

Have agreement on new structure for BIRN CVS. Roman implemented new structure and has provided instructions on migration (Jan 19, 2005). A way of listing the modules which is auto-updated every hour has also been added to the Portal:

   https://portal.nbirn.net/BIRN/cgi-bin/birncc/cvs_tree_view.htm

If there exists a file called 'mod_description.txt' it will grab and display the first line, so the first line should be a short description about the module, the rest of the contents can be whatever you like to further describe it.
